Ken Provencher, President and CEO
Ken Provencher serves as President and Chief Executive Officer of PacificSource, just the fifth CEO in the company's 76-year history. Immediately before his appointment to the post in 2001, he served as Vice President of Operations. Prior to joining PacificSource in 1995, Ken served as vice president of VHA Upstate New York, a 15-hospital healthcare system. His background also includes experience as administrative director for United Health Services Network and director of finance and operations for HMO of North Carolina, a Blue Cross/Blue Shield subsidiary. Ken has worked in the healthcare industry for more than 20 years.
In addition to his post with PacificSource, Ken is chair of The Foundation for Medical Excellence board and serves on the boards of the Oregon Medical Insurance Pool, United Way of Lane County, and Oregon Health Forum. He serves on United Way of Lane County's 100% Access Healthcare Initiative as well as central Oregon's Health Matters Initiative, and has served on the Oregon Health Fund Board's delivery system committee. He is a frequent guest lecturer and panelist for healthcare issues.
Ken is actively involved in youth sports and is a longtime coach of youth basketball and baseball. He is a member of the Corvallis Little League Board of Directors and served as its president from 2000 to 2003.
Ken holds a master of business administration degree in healthcare management from The Wharton School of Business at the University of Pennsylvania. He earned his bachelor of arts degree from Providence College.
Peter Davidson, EVP and Chief Financial Officer
Peter Davidson serves as Executive Vice President and Chief Financial Officer for PacificSource. In that role, he directs the financial planning, accounting, investment, and reporting practices for PacificSource and its subsidiaries. He also provides executive oversight for the organization’s legal and compliance, human resources, and planning and business development activities.
Prior to joining PacificSource in 2008, Peter served as the chief executive officer of Oregon Medical Group, a regional healthcare company that includes a 105-provider multi-specialty group practice. He is licensed as a certified public accountant and holds a B.A. in biology from Bowdoin College in Brunswick, Maine. Peter has more than 15 years of experience in healthcare management and administration.
Peter serves on the Lane Transit District Budget Board, the Lane Community College Foundation Board, and the Directions Board. He is a member of the Medical Group Management Association.
Sujata Sanghvi, EVP and Chief Operating Officer
Sujata Sanghvi serves as Executive Vice President and Chief Operating Officer for PacificSource. She is responsible for providing executive leadership and strategic oversight for the Actuarial Services, Claims, Customer Service, Provider Network, and Membership Services departments.
Before joining PacificSource in 2002 as Vice President of Actuarial Services, Sujata was senior vice president of actuarial services and acting chief financial officer at Harvard Pilgrim Health Care in Massachusetts. Before that, she was vice president and pricing actuary at Prudential Health Care in New Jersey. Sujata has more than 20 years of experience in healthcare management and administration.
Sujata is a member of the American Academy of Actuaries and a fellow in the Society of Actuaries. She holds a bachelor’s degree in mathematics and religion from Harvard College.
Sujata serves on the executive team and board of United Way of Lane County, and is currently chair of that organization's research and evaluation committee.
Erick Doolen, SVP and Chief Information Officer
Erick Doolen serves as Senior Vice President and Chief Information Officer. He joined PacificSource in 2005 and directs PacificSource’s technology initiatives and oversees development and maintenance of the organization’s network of computers, servers, and telephone systems. Previously, Erick served as imaging and printing group information technology director at Hewlett-Packard, where he worked for 11 years.
Erick holds a bachelor’s degree in electrical engineering and computer science from Washington University.
Troy Kirk, SVP and Chief Marketing Officer
Troy Kirk serves as PacificSource’s Senior Vice President and Chief Marketing Officer. He joined PacificSource in 2005 and is responsible for developing and implementing goal-oriented sales, marketing, and communication strategies. Troy has an extensive background in the employee benefits field, and previously served as vice president of sales and marketing for Regence Life and Health Insurance in Portland, Oregon. During his 20 years in the industry, Troy also served as a sales executive for Standard Insurance Company in Seattle and Boston.
Troy holds a bachelor’s degree in business administration from Linfield College. He is actively involved in youth sports and enjoys coaching youth baseball.
Steve Marks serves as Senior Vice President and Chief Medical Officer at PacificSource. He is responsible for clinical review of cases and claims for medical necessity and for overseeing credentialing, medical management, clinical pharmacy, dental services, and clinical quality management programs.
Before joining PacificSource in 2000, Steve was medical director for McKenzie Health Care, a hospital and 200-physician PHO in Springfield, Oregon. His responsibilities included directing clinical quality improvement and medical resource management programs. He has more than 30 years of medical administrative experience in primary care, hospital, emergency services, managed care, and community healthcare settings.
Steve has a master's degree in health administration from the University of Colorado and a doctor of medicine degree from Case Western Reserve University. He earned his bachelor’s degree from Manchester College. He is board-certified in family medicine and a fellow of the American Academy of Family Physicians. He is also a certified physician executive of the American College of Physician Executives and a member of the Oregon Medical Association and the Lane County Medical Society.
Steve is active in a number of community health programs and continues to do clinical work on a volunteer basis in Eugene, Oregon.
Dave Self serves as Senior Vice President and Idaho Regional Director for PacificSource and is based in our Boise office. He is responsible for leading our sales, marketing, and business development efforts in Idaho and for overseeing our operations in that state.
Dave joined PacificSource in 2009 with the acquisition of Primary Health, Inc., where he was president and chief operating officer for eight years. Dave’s extensive background in the healthcare and employee benefits field includes 12 years with Regence Blue Shield of Idaho/Regence Blue Cross Blue Shield of Utah, where he eventually served as vice president of sales and marketing. His experience also includes working with technology companies to develop healthcare practices and key partner relationships.
Steve Schmidt, VP of PacificSource Administrators and Large Group Strategy
Steve Schmidt serves as Vice President of PacificSource Administrators and Large Group Strategy and is based in our Portland office. In this role, he is responsible for leading our large group client strategies and providing strategic leadership and oversight for our third-party administrator subsidiary, PacificSource Administrators. Steve joined PacificSource in 2009 from BenefitHelp Solutions, another third-party administrator, where he served as managing director. He has more than 20 years of experience in the health insurance and employee benefits industry, including management positions with UnitedHealthcare, Lifewise, and Kaiser Permanente.
Steve holds a bachelor of science degree in finance from Indiana University. He is a Certified Employee Benefit Specialist.
Paul Wynkoop, VP of Human Resources
Paul Wynkoop serves as Vice President of Human Resources at PacificSource. In this role, he provides administrative and technical oversight of staffing strategies and all other human resources activities for PacificSource and its subsidiary companies. He also oversees leadership training and employee development programs. Before joining PacificSource in 2007, Paul served as regional human resources and administration manager of Liberty Mutual Insurance Group in New Castle, Pennsylvania.
Paul holds a master’s degree in industrial and labor relations from Indiana University of Pennsylvania.
Lisa Zenev, VP of Business Development and Planning
Lisa Zenev serves as Vice President of Business Development and Planning for PacificSource, and has been with the company since 1984. She directs projects related to strategic planning and integration initiatives with subsidiaries Manley Services and Select Benefit Administrators. She began as a computer programmer, eventually becoming information systems director and then vice president of information systems.
Lisa holds an associate of science in computer programming and a bachelor of arts from Marlboro College.
She is a member of the Springfield Education Foundation Board of Directors and the A3 Advisory Board. She also participates in a number of United Way-sponsored committees including the 100% Access Healthcare Initiative.
Peter McGarry, VP of Provider Network
Peter McGarry serves as Vice President of Provider Network for PacificSource. He provides strategic leadership for the organization’s provider contracting, regional network expansion, provider relations, provider information management, and physician and provider credentialing functions. His responsibilities include developing strategic initiatives to ensure competitive provider contracting and positive, long-term provider relationships.
Peter joined PacificSource in 2008 with over 15 years of experience in provider contracting, including positions with Regence Blue Cross Blue Shield of Oregon, LifeWise Health Plan of Oregon, and CareOregon, Inc. He holds a bachelor of arts degree from Whittier College in Whittier, California, and a master’s degree in health administration from the University of Southern California.
Victor Paguia, VP of Actuarial, Underwriting, and Analytics
Victor Paguia serves as Vice President of Actuarial, Underwriting, and Analytics for PacificSource. He provides leadership and administrative oversight for the company’s actuarial services, underwriting, and data analytics areas.
Victor joined PacificSource in 2008 with 30 years of experience as a health insurance actuary. Before coming to PacificSource, he served as director of research and development for The Regence Group, and as senior vice president and chief actuary for Celtic Insurance Company in Chicago, Illinois.
Victor is a member of the American Academy of Actuaries and a fellow of the Society of Actuaries. He holds a master of science degree in actuarial science from Northeastern University in Boston, Massachusetts. He earned his bachelor of arts degree in mathematics from Ateneo de Manila University in the Philippines.
