Ken Provencher, President and CEO
Ken Provencher serves as President and Chief Executive Officer of PacificSource, just the fifth CEO in the company's 80-year history. Immediately before his appointment to the post in 2001, Ken served as Vice President of Operations.
Prior to joining PacificSource in 1995, Ken served as vice president of VHA Upstate New York, a 15-hospital healthcare system. His background also includes experience as administrative director for United Health Services Network and director of finance and operations for HMO of North Carolina, a Blue Cross/Blue Shield subsidiary. Ken has worked in the healthcare industry for more than 25 years.
In addition to his post with PacificSource, Ken is chair on the boards of Oregon Medical Insurance Pool, United Way of Lane County, and The Foundation for Medical Excellence. He also servies on the United Way of Lane County’s 100% Access Initiative and has served as co-chair of the Oregon Health Leadership Council, a collaborative effort of health plans, hospitals, and physicians formed to improve quality and reduce costs in Oregon’s healthcare system. He is a frequent guest lecturer and panelist for healthcare issues.
Ken is actively involved in youth sports and is a longtime coach of youth basketball and baseball. He is a member of the Corvallis Little League Board of Directors and served as its president from 2000 to 2003.
Ken holds a master of business administration degree in healthcare management from The Wharton School of Business at the University of Pennsylvania. He earned his bachelor of arts degree from Providence College.
Peter Davidson, EVP and Chief Financial Officer
Peter Davidson serves as Executive Vice President and Chief Financial Officer for PacificSource. In that role, he directs the financial planning, accounting, investment, and reporting practices for PacificSource and its subsidiaries. He also provides executive oversight for the organization’s actuarial, underwriting, analytics, legal and compliance, human resources, IPN, provider network, and government relations activities.
Prior to joining PacificSource in 2008, Peter served as the chief executive officer of Oregon Medical Group, a regional healthcare company that includes a 105-provider multi-specialty group practice. He is licensed as a certified public accountant and holds a B.A. in biology from Bowdoin College in Brunswick, Maine. Peter has more than 15 years of experience in healthcare management and administration.
Peter serves on the Lane Transit District Budget Board, the Lane Community College Foundation Board, the Cascade Health Solutions Board, and the Directions Board.
Sujata Sanghvi, EVP and Chief Operating Officer
Sujata Sanghvi serves as Executive Vice President and Chief Operating Officer for PacificSource. She is responsible for providing executive leadership and strategic oversight for sales, marketing, and operations, including claims, customer service, billing and enrollment, and IT.
Before joining PacificSource in 2002 as Vice President of Actuarial Services, Sujata was senior vice president of actuarial services and acting chief financial officer at Harvard Pilgrim Health Care in Massachusetts. She previously held actuarial positions at Prudential Health Care, Coopers & Lybrand, and Blue Cross Blue Shield of Massachusetts. Sujata has more than 20 years of experience in healthcare management and administration.
Sujata is a member of the American Academy of Actuaries and a fellow in the Society of Actuaries. She holds a bachelor's degree in mathematics and religion from Harvard College.
Sujata serves on the executive team and board of United Way of Lane County, and is currently chair of that organization's research and evaluation committee.
Tom Ewing, M.D., EVP and Chief Medical Officer
Tom Ewing, M.D. serves as Executive Vice President and Chief Medical Officer at PacificSource. In this role, Tom is responsible for our Commercial and Government Health Services Departments, as well as the development of our community health partnerships with providers.
Tom is a thoughtful and engaging leader who has experience and training in clinical management, healthcare delivery system improvement and transformation, quality management, clinical informatics, and patient-centered medical home initiatives. Prior to joining us, Tom served as Chief Medical Officer of the PeaceHealth Medical Group since 2007, and held clinical leadership roles within PeaceHealth since 1998. He joined the Eugene Clinic (which became the PeaceHealth Medical Group) in 1989 as a practicing family physician. A board certified family physician, Tom graduated from the Washington University School of Medicine in St. Louis and completed his residency in family medicine at the Medical University of South Carolina. He is a board member for the Oregon Health Care Quality Corporation and has served on numerous councils and committees within PeaceHealth and across the state of Oregon.
Erick Doolen, SVP and Chief Information Officer
Erick Doolen serves as Senior Vice President of Operations and Chief Information Officer. He joined PacificSource in 2005 and is responsible for PacificSource’s operations including customer service, claims, enrollment, and billing for all lines of business. He also leads information technology with responsibility for strategic technology investments and delivery of technology for the company. Previously, Erick spent 11 years working at Hewlett-Packard in several manufacturing and technology leadership roles, including director of information technology for a global organization supporting several manufacturing facilities.
In addition to his responsibilities at PacificSource, Erick is the co-chair of the Oregon Health Leadership’s Administrative Simplification Executive Committee, leading efforts across health plans and providers to simplify the administrative aspects of healthcare in Oregon. He also served on the Oregon Administrative Simplification Workgroup, which was responsible for developing recommendations to the Oregon Health Policy Board on administrative simplification. In 2012, Erick was appointed by the Governor of Oregon to serve on the Health Information Technoloty Oversight Council.
Erick holds a bachelor’s degree in electrical engineering and computer science from Washington University. Erick has coached youth soccer and is actively involved in fundraising to support high school athletic teams.
Troy Kirk, SVP of Group Sales
Troy Kirk serves as PacificSource's Senior Vice President of Group Sales. He provides oversight for sales, administration, and service of large and small employers and associations for our fully- and self-funded lines of business. He joined PacificSource in 2005 and is responsible for developing and implementing goal-oriented sales, marketing, and communication strategies. Troy has an extensive background in the employee benefits field, and previously served as vice president of sales and marketing for Regence Life and Health Insurance in Portland, Oregon. During his 20 years in the industry, Troy also served as a sales executive for Standard Insurance Company in Seattle and Boston.
Troy holds a bachelor's degree in business administration from Linfield College. He is actively involved in youth sports and enjoys coaching youth baseball
Dave Self, SVP of Marketing and Regional Director of Idaho and Washington
Dave Self serves as Senior Vice President of Marketing and Regional Director of Idaho and Washington. He is based in our Boise office and is responsible for leading enterprise-wide marketing and commercial product development. Dave also oversees operations and business development efforts in Idaho and Washington.
Dave joined PacificSource in 2009 with the acquisition of Primary Health, Inc., where he was president and chief operating officer for three years. Dave's extensive background in the healthcare and employee benefits field includes 12 years with Regence Blue Shield of Idaho/Regence Blue Cross Blue Shield of Utah, where he eventually served as vice president of sales and marketing. His experience also includes working with technology companies to develop healthcare practices and key partner relationships.
Dan Stevens, SVP of Government Programs
Dan Stevens serves as Senior Vice President of Government Programs and is based in our Bend, Oregon office. In this role, Dan provides strategic leadership for PacificSource’s government services lines including Medicaid, Medicare Advantage, and Oregon Healthy KidsConnect. He also serves as our executive leader in the Central Oregon market. Dan joined PacificSource in 2010 with more than 15 years of experience in healthcare delivery and managed care. He held a variety of leadership roles with Providence Health & Services including provider contracting and engagement, Medicare and Medicaid product development, and clinical administration.
Dan holds a master of business administration degree from Portland State University, a master of public health degree from Oregon Health and Science University, and a bachelor of arts degree from Bowdoin College. He has been actively involved with the Virginia Garcia Memorial Health Foundation, the Oregon Health Leadership Council, and the Oregon Healthcare Quality Corporation.
Paul Wynkoop, VP of Administration
Paul Wynkoop serves as Vice President of Administration at PacificSource. In this role, he provides administrative and technical oversight of staffing strategies and all other human resources activities for PacificSource and its subsidiary companies. He also oversees leadership training and employee development programs, as well as purchasing and facilities activities. Before joining PacificSource in 2007, Paul served as regional human resources and administration manager of Liberty Mutual Insurance Group in New Castle, Pennsylvania.
Paul holds a master’s degree in industrial and labor relations from Indiana University of Pennsylvania.
Kari Patterson, VP of Finance and Controller
Kari Patterson serves as Vice President of Finance and Controller. She oversees the accounting practices, as well as the financial plans and policies of PacificSource and its subsidiary companies.
Prior to joining PacificSource in 2004, Kari worked in public accounting at Isler & Co., LLC. She holds a master’s degree in accounting from the University of Oregon. A certified public accountant, Kari is a member of the American Institute of Certified Public Accountants and the Oregon Society of CPAs (OSCPA). She is also a board member for both the OSCPA's local chapter and the Springfield Education Foundation, and has completed the AHIP Executive Leadership program.
Lisa Zenev, VP of Business Development and Planning
Lisa Zenev serves as Vice President of Business Development and Planning for PacificSource, and has been with the company since 1984. She directs projects related to strategic planning, process improvement, and integration initiatives. She began as a computer programmer, eventually becoming information systems director and then vice president of information systems.
Lisa holds an associate of science in computer programming and a bachelor of arts from Marlboro College.
She is a member of the Springfield Education Foundation Board of Directors and the Academy of Arts and Academics Charter School Governing Board. She also participates in a number of United Way-sponsored committees including the 100% Access Healthcare Initiative.
Peter McGarry, VP of Provider Network
Peter McGarry serves as Vice President of Provider Network for PacificSource. He provides strategic leadership for the organization’s provider contracting, regional network expansion, provider relations, provider information management, and physician and provider credentialing functions. His responsibilities include developing strategic initiatives to ensure competitive provider contracting and positive, long-term provider relationships.
Peter joined PacificSource in 2008 with over 15 years of experience in provider contracting, including positions with Regence BlueCross BlueShield of Oregon, LifeWise Health Plan of Oregon, and CareOregon, Inc. He holds a bachelor of arts degree from Whittier College in Whittier, California, and a master’s degree in health administration from the University of Southern California.
Todd Lovshin, VP and Montana Regional Director
Todd Lovshin serves as Vice President and Montana Regional Director. Based in our Helena, Montana office, Todd is responsible for business development and operations in the state.
Todd joined PacificSource in 2012, bringing with him more than 15 years of experience in government relations and employee benefits. His past roles include vice president of corporate development and government relations at Montana-based Allegiance Benefit Plan and the first Insure Montana program manager for the Montana Commissioner of Securities and Insurance. Todd has also served on numerous advisory panels, including the Exchange Stakeholder Council, the Montana State Employee Benefits Group Advisory Council, and the Montana Comprehensive Health Association.
Todd, a Butte, Montana native, is active in the local community theatre and spends time with his family exploring the great state of Montana and all that it has to offer.
Victor Paguia, VP of Actuarial, Underwriting, and Analytics
Victor Paguia serves as Vice President of Actuarial, Underwriting, and Analytics for PacificSource. He provides leadership and administrative oversight for the company’s actuarial services, underwriting, and data analytics areas.
Victor joined PacificSource in 2008 with 30 years of experience as a health insurance actuary. Before coming to PacificSource, he served as director of research and development for The Regence Group, and as senior vice president and chief actuary for Celtic Insurance Company in Chicago, Illinois.
Victor is a member of the American Academy of Actuaries and a fellow of the Society of Actuaries. He holds a master of science degree in actuarial science from Northeastern University in Boston, Massachusetts. He earned his bachelor of arts degree in mathematics from Ateneo de Manila University in the Philippines.
