President and CEO

Ken Provencher
President and CEO
Only the fifth PacificSource CEO since the company’s start in 1933, Ken was appointed to president and CEO from his role as vice president of operations in 2001. Ken has worked in the healthcare industry for more than 30 years.
Prior to joining PacificSource in 1995, Ken served as vice president of VHA Upstate New York, a 15-hospital healthcare system. His background also includes the role of administrative director for United Health Services Network and director of finance and operations for HMO of North Carolina, a Blue Cross/Blue Shield subsidiary.
In addition to his post with PacificSource, Ken serves on the OMIP/State Reinsurance Board and the Oregon Health Leadership Council, a collaborative effort of health plans, hospitals, and physicians formed to improve quality and reduce costs in Oregon's healthcare system. Past participation includes the United Way of Lane County, 100% Access, and The Foundation for Medical Excellence. Ken is a frequent guest lecturer and panelist for healthcare issues. Ken holds an MBA in healthcare management from The Wharton School of Business at the University of Pennsylvania. He earned his B.A. from Providence College.

EVP and Chief Financial Officer

Peter Davidson
EVP and Chief Financial Officer
As executive vice president and chief financial officer, Peter Davidson directs the financial planning, accounting, investment, and reporting practices for PacificSource and its subsidiaries. He also provides executive oversight for the organization's actuarial, underwriting, and legal activities.
Prior to joining PacificSource in 2008, Peter served as CEO of Oregon Medical Group, a regional healthcare company that includes a 105-provider multi-specialty group practice. Peter serves on the PacificSource Directions Board; past board-member participation includes the Lane Transit District Budget Board, the Lane Community College Foundation Board, and the Cascade Health Solutions Board.
Peter is licensed as a certified public accountant and holds a B.A. in biology from Bowdoin College in Brunswick, Maine. He has more than 15 years of experience in healthcare management and administration.

EVP and Chief Operating Officer

Erick Doolen
EVP and Chief Operating Officer
Erick Doolen joined PacificSource in 2005 and is responsible for the company’s operations in customer service, claims, enrollment, billing, information technology, analytics, human resources, and facilities. Previously, Erick spent over a decade with Hewlett-Packard in several manufacturing and technology leadership roles, including director of information technology for a global organization supporting several manufacturing facilities.
In addition to his responsibilities at PacificSource, Erick is the co-chair of the Oregon Health Leadership's Administrative Simplification Executive Committee, leading efforts across health plans and providers to simplify the administrative aspects of healthcare in Oregon. He also served on the Oregon Administrative Simplification Workgroup, which was responsible for developing recommendations to the Oregon Health Policy Board on administrative simplification. In 2012, Erick joined Oregon’s Health Information Technology Oversight Council (HITOC) and was appointed Chair of HITOC in 2015. He also serves as the co-chair for the Oregon Credentialing Advisory Group advising the Oregon Health Authority on the implementation of a common credentialing solution for the state of Oregon.

EVP and Chief Medical Officer

Dr. Edward McEachern
EVP and Chief Medical Officer
As executive vice president and chief medical officer, Edward McEachern, M.D., provides operational and strategic leadership to the clinical enterprise of the company and also works to maintain strong relationships with PacificSource provider partners to improve the health outcomes in populations the organization serves in Idaho, Montana, Oregon, and Washington.
Edward originally came to PacificSource from Saint Alphonsus Health Alliance in Boise, Idaho, where he was chief medical officer and executive director of operations. Prior to that role, he managed a venture capital fund that focused on healthcare, and served as chief medical officer for Blue Cross Blue Shield of Ohio.
Edward is also an associate professor at the University of Utah School of Medicine and an assistant professor at Utah’s David Eccles School of Business. He holds six patents, authored seven books, published more than 80 peer-reviewed articles, and has served as a healthcare consultant for the U.S. State Department and Peace Corps.

EVP, Oregon Regional Director

Dan Stevens
EVP, Oregon Regional Director
Dan Stevens provides executive oversight for the Oregon market. Dan joined PacificSource in 2010 and works from our Bend, Oregon, office.
Dan’s broad portfolio includes more than 25 years of management and executive leadership, largely at the dynamic intersection between managed care and healthcare delivery. His past roles have included clinic and hospital administration, the development of community-based systems of care, and senior leadership over managed care product, provider, and sales strategies.
Dan is a member of the Central Oregon Health Council and the Bethlehem Inn Board of Directors. Other community and governance activities have included past roles as a board member for Volunteers in Medicine, and for Health Matters of Central Oregon. He was also a long-serving member of the board of directors for United Way of Deschutes County, and was the organization’s volunteer board president in 2016. Dan currently serves on the Board of Economic Development of Central Oregon and on the Advisory Board of Portland State University's School of Business Administration.

EVP of Community Strategy and Marketing

Sharon Thomson
EVP of Community Strategy and Marketing
A healthcare-industry veteran with 25 years of experience, Sharon Thomson joined PacificSource in 2015. Sharon oversees provider network management and government and community relations.
Among her responsibilities is to ensure an ongoing dialog among communities, businesses, hospitals and health systems, physicians, and others responsible for the health of the Pacific Northwest. She also leads all of PacificSource marketing efforts, including brand management, communications, public relations, advertising, and wellness and health promotion.
Sharon comes to PacificSource from Team Priorities, a consulting firm she founded to help businesses develop highly engaged and productive teams. She has also held executive positions at Kaiser Permanente and Group Health Cooperative, two of the nation’s largest non-profit health insurance and care providers.

SVP of Group Sales

Troy Kirk
SVP of Group Sales
Troy Kirk provides oversight for sales, administration, and service of large and small employers and associations for our fully- and self-funded lines of business. He joined PacificSource in 2005 and is responsible for developing and implementing goal-oriented sales, marketing, and communication strategies. Troy has an extensive background in the employee benefits field, and previously served as vice president of sales and marketing for Regence Life and Health Insurance in Portland. During his 20 years in the industry, Troy also served as a sales executive for Standard Insurance Company in Seattle and Boston.

VP of Government Relations

Michael Becker
VP of Government Relations
Michael Becker leads the PacificSource public policy, government affairs and advocacy activities in all of the organization’s markets and with policymakers at the federal level. Michael brings more than 20 years of health plan and health system leadership experience to PacificSource and a deep working knowledge of state and federal lobbying, legislative and regulatory policymaking and political processes. He has served in similar roles with other multi-state health insurers and health systems in the Pacific Northwest.
Michael earned his B.A. from Carroll College in Helena, Montana, and his law degree from Villanova University. Outside of work, he enjoys bicycling and hiking.

VP, Idaho Regional Director

Matthew Bell
VP, Idaho Regional Director
Based in our Boise office, Matt Bell is responsible for business development and operations in Idaho.
Prior to joining PacificSource in 2017, Matt served as a regional account executive focused on outreach and network development for University of Utah Health Care. Based in Boise, he served a multi-state area. Prior to his role with U of U Health, he was a senior partner with White Cloud Analytics in Boise. He also has 13 years of experience with St. Luke's Health System, serving in progressively responsible roles, culminating as system vice president for strategic planning.

VP of Community Strategy

Marian Blankenship, MPA
VP of Community Strategy
Marian Blankenship serves as vice president of community strategy for PacificSource as well as the executive director of the PacificSource Foundation for Health Improvement. Having joined PacificSource during a period of state and federal health reform, her experience with government affairs is extensive. Her current role includes leading community health initiatives across the enterprise. Through the foundation, Marian helps marshal investments that promote health excellence, access, and equity.
Marian brings a diverse background in social service, education, and community health―including several years with the Oregon State Public Health Division and Office for Health Policy and Research, where she directed the Safety Net Advisory Council and mobilized community health collaborative efforts to improve access to care for uninsured and under-served Oregonians.
Marian is a member of the Lane County United Way Board of Directors, the Lane Early Learning Alliance and is a director on the Volunteers in Medicine and Slocum Research and Education Foundation boards. Marian holds a master’s degree in public administration from the University of Oregon (summa cum laude, Phi Beta Kappa). She’s also a recipient of the University of Oregon Department of Planning, Public Policy and Management Alumna Award (2014).

VP and Chief Actuary

Mark Florian
VP and Chief Actuary
Mark Florian is responsible for the oversight of all actuarial and underwriting activities. Arriving to PacificSource in 2007 as an actuarial analyst, Mark has served in progressively responsible roles, joining the executive management team in 2015.
Mark is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries. He’s also served on the board of the Junior Achievement of Western Oregon since 2012, and continues to volunteer regularly in local school classrooms.
Mark earned his B.S. in chemistry from Gonzaga University. Outside work, Mark enjoys basketball, music,and spending time with his wife and four daughters.

VP of Medicaid Programs for PacificSource Community Solutions

Lindsey Hopper
VP of Medicaid Programs for PacificSource Community Solutions
Lindsey Hopper provides strategic leadership and oversight for the Medicaid line of business, including business development. While overseeing the Central Oregon market from the PacificSource Bend office, Lindsey works to maintain strong relationships with community stakeholders and provider partners throughout Oregon and the greater PacificSource regional footprint.
Prior to joining PacificSource in 2015, Lindsey served as the Executive Director of the Central Oregon Health Council. She also practiced health law in Denver, Colorado, and clerked for the Montana Supreme Court.
Lindsey serves as the President of the Board of Directors for The Center Foundation, an organization committed to helping kids play sports safely and preventing concussions. She also serves on the Planning Commission for the City of Bend, as well as a variety of work groups and task forces.
Lindsey earned her J.D. and Master of Public Health from the University of Minnesota and a B.S. in cell biology and neuroscience from Montana State University. Outside work, she enjoys hiking, fishing, coaching youth sports, and spending time with her husband and her family’s two dogs.

VP of Commercial Programs

Tony Kopki
VP of Commercial Programs
Tony Kopki oversees the commercial product portfolio, strategic initiatives, and market positioning; he’s responsible for driving the success of the PacificSource commercial lines of business. Tony joined PacificSource in 2012, first to lead the self-funded and administrative services division before taking on the Oregon director role for Regional Sales and Service.
Based in Portland, Tony brings more than 30 years of health insurance industry experience. Prior to PacificSource, Tony led large group sales initiatives as a Senior Sales Executive for LifeWise and managed self-funded sales and service as an Account Executive for Associated Administrators, Inc. He’s also served as a board of trustees for the Leukemia and Lymphoma Society. Outside work, Tony enjoys being active in the community and spending time on remodeling projects and exploring the Pacific Northwest.

VP of Medicare Programs for PacificSource Community Health Plans

Jennifer Moss Lewis
VP of Medicare Programs for PacificSource Community Health Plans
As vice president of Medicare programs for PacificSource Health Plans, Jennifer Moss Lewis provides executive oversight, strategic direction, and P&L accountability for the Medicare line of business. Based in our Bend office, Jennifer builds strategic partnerships with community organizations, provider groups, health systems, and regional brokers.
Jennifer’s experience includes more than 15 years of management and healthcare leadership, involving strategic planning, business development, marketing, product development, sales, brand management, communications, and investor relations. Prior to joining PacificSource in 2010, Jennifer held leadership roles in corporate communications and public relations with Clear One Health Plans, and served as marketing manager for Deschutes Medical Products where she collaborated in the rebranding of a prescription product and positioned it for the retail market.
Jennifer earned her B.S. with dual majors in e-commerce marketing and information systems from Seattle University. In addition to her responsibilities at PacificSource, she is a member of the Greater Rotary Club of Bend and serves on the United Way of Deschutes County board. Jennifer was also a long-serving member of the Healthy Beginnings board, and was the program’s board president from 2015 to 2017. Jennifer enjoys traveling, biking, hiking, camping, and spending time with her husband and two boys.

VP, Washington Regional Director

Todd Lovshin
VP, Washington Regional Director
Based in Tacoma, Todd Lovshin is responsible for business development and operations throughout Washington.
Todd joined PacificSource in 2012, bringing more than 15 years of experience in government relations and employee benefits. His past roles include vice president of corporate development and government relations at Montana-based Allegiance Benefit Plan and the First Insure Montana program manager for the Montana Commissioner of Securities and Insurance. Todd has also served on numerous advisory panels, including the Exchange Stakeholder Council, the Montana State Employee Benefits Group Advisory Council, and the Montana Comprehensive Health Association.
